
NEWBURYPORT — City Marshal Matthew Simons proudly shares that two Newburyport Police Department sergeants recently completed leadership training programs.
Sgt. Megan Tierney Completes FBI-LEEDA Trilogy
Sgt. Tierney is a 13-year veteran of the Newburyport Police Department. She was promoted to sergeant in 2022 and works the midnight shift.
She also serves the community and department as the Sexual Assault Unit Supervisor/Investigator and as a Northeastern Massachusetts Law Enforcement Council (NEMLEC) Critical Incident Stress Management (CISM) team member.
She previously served as the School Resource Officer within Newburyport Public Schools.
Sgt. Tierney completed the FBI-LEEDA Trilogy Series on Feb. 24.
The series consists of three different leadership courses: the Supervisor Leadership Institute, the Command Leadership Institute and the Executive Leadership Institute. Each of the three courses builds off the last to provide an expansive education in leadership strategies in different organizational levels.
By completing the training, Sgt. Tierney earned the FBI-LEEDA Trilogy Award. The award symbolizes Sgt. Tierney’s commitment to applying FBI-LEEDA principles of leadership, knowledge and courage to her everyday role as a leader in the Department.
Sgt. Ryan Cutter Completes Leaders Helping Leaders Network Significant Leader Training
A 10-year Department member, Sgt. Cutter was promoted to sergeant last October. He is the current sergeant for the evening shift.
Sgt. Cutter is currently assigned to the motor unit for the Department as well as with the Northeast Massachusetts Law Enforcement Council (NEMLEC). In this role, he assists outside law enforcement agencies with events in their communities and reinforces police presence and security at large events in NEMLEC communities.
He is also the Department’s representative for the Beacon Coalition, a community-wide partnership that works collaboratively to reduce high-risk behaviors among youths.
Sgt. Cutter’s work as Newburyport’s representative welcomes, values, and empowers young people while helping to support and strengthen the assets they need to make better choices.
In November 2024, Sgt. Cutter received the Significant Leader Award for his completion of the Leaders Helping Leaders Network’s Significant Leader training.
The Significant Leader training series consists of three courses: Servant Officer, Intentional Leader, and Master Leader. The courses provide officers with modern leadership skills and strategies that best serve today’s workplace.
Each officer that completes the training is equipped with the tools to ensure the highest level of quality performance in themselves and those they lead.
“Sgt. Tierney and Sgt. Cutter have demonstrated great commitment in advancing their leadership skills, which can only make us better as an organization,” said Marshal Simons. “They have already made extraordinary contributions to our community, and I know they will use this training to continue to lead with professionalism and compassion.”
